What this is, and what it is not

The National Conference of State Legislatures already publishes the authoritative list of introduced and enacted state digital-asset bills, and where you want a complete legislative index, that is the place to go. This is a different document. It carries only the states this publication has actually reported on, and for each one it says what the law does in practice, what it cost or saved, and who it binds. Every entry is a dispatch you can read in full, with the statute cited inside it. Where we have not reported a state, it is absent rather than summarized from a bill number.
